To ask someone if they speak a language, you ask:
A bheil ... agaibh? - Do you speak ... ?



Eg: A bheil Gàidhlig agaibh? Do you speak Gaelic? Note, also, that you can use the less formal form agad when talking to a child, or a close friend.
